During the third event of the project WHITE SPOTS we kindly invite you to get acquainted with culture agenda of Zhytomyr (Ukraine) and Chisinau (Moldova) as well as to throw in a wink into the studios of Totaldobze Art Center’s artists in residence from Switzerland and the Netherlands.
The evening will start at 19:30 when the Associated Professor of Zhytomyr State University Margarita Moiseyeva will introduce to us to culture life of her city. As the executive director of the International Music Festival Zhytomyr Musical Spring she will tell about the future plans for the next year.

Swiss artist Muriel Baumgartner has arrived to Riga in July to be our artist in residence for 3 months, and to work on her art project which will be on view for public on October 7th.

Proiectul International “Tandem”
Proiectul va fi gestionat de un consorţiu de organizaţii din care fac parte Fundaţia Culturală Europeană (Amsterdam), MitOst (Berlin), Acţiunea Culturală Europeană (Bruxelles), Centrul pentru Management Cultural (Lvov) şi Fundaţia Soros-Moldova. Scopul proiectului este să ofere un teren propice pentru cooperarea culturală cu ţările Uniunii Europene, inclusiv pentru a combate stereotipurile care există de ambele părţi ale frontierei, şi să faciliteze implementarea proiectelor de cooperare artistică.
Cu acest prilej, Programul Politici Culturale al FSM invită organizaţiile din domeniul artistic şi cultural din Moldova să participe la concursul public organizat pentru selectarea participanţilor în proiect.
Din iunie 2011 pînă în mai 2012, şapte organizaţii selectate în Moldova vor lucra împreună cu partenerii lor din Uniunea Europeană asupra unor proiecte artistice comune. Pe parcursul lucrului reprezentanţi (coordonatori) din organizaţiile partenere vor avea ocazia să desfăşoare vizite reciproce de două săptămîni. Pentru a finaliza proiectul, în mai 2012 participanţii vor găzdui un Festival de Artă şi Cultură Europeană în Moldova, oferind audienţei posibilitatea să cunoască, prin intermediul proiectelor prezentate, practici artistice novatoare şi demonstrînd valori europene comune.
Proiectul este implementat cu sprijinul financiar al Comisiei Europene şi Fundaţiei Robert Bosch Stiftung.
Selectarea participanţilor în proiect va avea loc în două etape:
Etapa 1: Evaluarea organizaţiilor candidate în conformitate cu o serie de criterii formale (calitatea scrisorilor de motivare, experienţă anterioară de cooperare internaţională, CV-urile persoanelor participante în proiect, gradul de cunoaştere a limbilor străine).
În februarie 2011, în cadrul primei etape a concursului, vor fi selectate 20 organizaţii din Moldova şi 20 organizaţii din Uniunea Europeană care vor fi invitate pentru a participa la prima întrunire comună sub egida proiectului “Tandem” care va avea loc la Chişinău între 10 şi 15 aprilie 2011.
În cadrul acestei întruniri, în prima zi, în incinta Fundaţiei Soros-Moldova, organizaţiile vor comunica şi se vor cunoaşte reciproc şi vor încerca să găsească un partener de creaţie între organizaţiile din ţările Uniunii Europene participante la întrunire. În zilele următoare, participanţii din Moldova vor invita potenţialii parteneri să viziteze organizaţiile lor, în aşa fel aceştia din urmă vor cunoaşte diverse sectoare din domeniul artei şi culturii din Moldova (literatură, teatru, arte vizuale, muzică, film şi a.), inclusiv se vor documenta asupra proceselor artistice şi culturale din spaţiul rural al ţării şi vor cunoaşte organizaţiile culturale care activează în provincie. În ultima, (a cincea) zi a întrunirii, participanţii se vor reuni la Fundaţia Soros-Moldova pentru a generaliza impresii şi idei şi a începe lucrul la pregătirea aplicaţiei comune de proiect care va trebui depusă pentru participarea plenară în proiectul “Tandem”.
Astfel, în cadrul întrunirii de la Chişinău, partenerii din potenţiale tandemuri artistice se vor identifica reciproc şi vor elabora în comun concepte pentru oferta lor artistică/de creaţie (proiectul artistic pe care intenţionează să-l prezinte la festivalul de finalizare a proiectului). La a doua etapă a concursului, partenerii vor depune în comun solicitări de parteneriat, bazate pe conceptele de cooperare, identificate în cadrul întrunirii, pentru a participa în proiectul propriu-zis. 7 tandemuri artistice cu participarea oamenilor de artă din Moldova şi parteneri din Uniunea Europeană vor fi constituite pe această cale.
Etapa 2: Evaluarea proiectelor (aplicaţiilor) comune depuse de către candidaţii selectaţi după prima etapă a concursului.
În baza evaluării aplicaţiilor (proiectelor de creaţie) depuse spre examinare în cea de a doua etapă a concursului, 7 tandemuri/proiecte artistice comune vor fi selectate pentru a primi finanţare pentru implementare (4000 EURO pentru fiecare proiect). Aceste proiecte vor fi prezentate în cadrul Festivalului de Artă şi Cultură Europeană în Moldova (mai 2012).
Pentru a participa la prima etapă a concursului, organizaţiile interesate vor depune la Fundaţia Soros-Moldova un dosar din următoarele documente:
1) Formularul de participare completat (îl puteţi descărca accesînd link-ul “model formular de participare” sau poate fi ridicat de la sediul FSM)
2) O scrisoare de motivare (1 pagină). Scrisoarea trebuie să indice prin ce este motivată organizaţia să participe în proiect, precum şi să conţină un scurt sumar al ideii de proiect comun pe care ar vrea să-l implementeze în cadrul proiectului “Tandem”.
3) Descrierea organizaţiei cu specificarea scopului şi sarcinilor, experienţei anterioare de cooperare internaţională şi a planurilor pentru următorii doi ani (max. 1,5 pagini). Încurajăm competitorii să prezinte descrierea organizaţiei în limba engleză.
4) CV-uirle managerului organizaţiei şi al coordonatorului care va fi responsabil de participarea organizaţiei în proiectul “Tandem”.
5) Copia certificatului de înregistrare a organizaţiei.
Amintim, că la prima etapă vor fi examinate aplicaţiile pentru participarea la întrunirea cu reprezentanţi din ţările Uniunii Europene care va fi organizată la Chişinău, între 10 şi 15 aprilie 2011, cu scopul cunoaşterii reciproce, constituirii tandemelor şi elaborarea conceptelor de proiecte artistice comune. Participanţii la acest eveniment vor trebui să aplice încă o dată în comun cu partenerii europeni (etapa a doua a concursului) pentru a fi selectaţi în vederea participării plenare în proiect în componenţa unui potenţial tandem de creaţie.
Competiţia este anunţată pentru organizaţiile / instituţiile / societăţile comerciale din Moldova din sectorul artistic şi cultural, indiferent de forma organizatorico-juridică. Dosarul de participare poate fi depus la sediul Fundaţiei Soros-Moldova cu adresa: Chişinău, str. Bulgară, 32, Programul Politici Culturale sau expediat pe adresa de e-mail al directorului de program vmiron@soros.md .
Data limită de depunere a dosarelor de participare la prima etapă a concursului este 15 februarie 2011, ora 12.00.

Eurointegration through Art

European artists, musicians, writers, poets, film-makers, actors, academicians and
intellectuals are Ambassadors of culture, who can build bridges between European countries, people and cultures by encouraging and enhancing dialogue and interaction between them, more successfully than politicians. Artists from the countries in the process of European integration should not wait until their countries will be integrated in the EU politically and economically – they should do it through culture and do it right now. Europe is created – now it is necessary to create Europeans. Countries that aspire for European integration should not wait until Europe will come to their borders – they should move forward and become really European. This process has already started, and it is only a question of time when culture and art will become essential components of European integration.
ARS DOR Association with the support of the International Fund for the Promotion of Culture (UNESCO) launches the International Project “Eurointegration through Art” that has mission to contribute through art to the process of European integration. Artists from Moldova, Romania, Ukraine, Latvia and Georgia were selected to become Ambassadors for Eurointegration through art and to express their vision on importance of culture and the role of artist in the process of European integration. Objectives of the International Project “Eurointegration through Art” are: to explore the cultural dimension of the European integration; to explore cultural perspectives of EU enlargement; to define role of artist in the process of European integration.
Integration of new member states in the EU poses several questions: how it will affect culture of the EU neighboring states? Will countries neighboring the EU become isolated from cultural development in EU? New borders of the enlarged European Union should not neglect past and ongoing regional cultural cooperation or cooperation with neighboring countries.
Culture is the true European identity power. In this context the major role of the European artists is to promote through art cultural diversity and preserve common values of Europe.
Intercultural dialogue through art is an important instrument which could facilitate the integration of new countries in the European Union. In this dialogue artists must convince governments and politicians that there is a need in cultural renaissance across Europe. If politicians of European countries will understand this, European integration will not be limited by economic, political, security and other reasons.
It is important to inspire people living in the European Union to actively get in touch with other cultures, both at home and abroad, and thus to contribute to tolerance and mutual respect which are conditions for existence of Europe.

Art is not a means – art is a space in which everything is possible, in which different times, subjects and objects, sometimes divergent, coexist. And not just coexist, but communicate and create values.
At the moment Eurointegration is a socio-political objective of many east-Europeans states, which in the result of some sad historical realities were torn away from this space of values. The Project “Eurointegration through art” has objective to promote a different European integration – through art, culture, tolerance, initiating a dialogue among nations, among various artistic expressions, a real dialog among real people. And all these demonstrate that Eurointegration through art is not only possible, but, although it may seem strange, already has been taking place for a long time. It is necessary just to understand and to recall this truth every day.

For artists, communication is essential – both with the audience – the art consumer, and with representatives of national and international art groups. Thanks to participation in the project “Eurointegration through art” I had opportunity to find out, decipher and learn about mystery of the rich centuries-old and transcendental European culture. But at the same time I am proud to become an Ambassador of Eurointegration through art – a promoter of the culture that I represent, in a new space. Thus, I got confirmation of the hypothesis that the art brings nearer people, nations, states and continents.

In my art I am influenced by Tripoli culture, which is very rich in its symbols, ornaments and internal meaning. The atmosphere of old ages plays an important role in the modern art, enriching it. Through my art I make connection between the art of previous centuries and the contemporary European art. Tripoli culture was spread over large territories in Europe, among which Ukraine, Romania, Bulgaria and many other European countries. While being in Moldova I saw the proofs that Moldova also enters in Tripoli cultural space.
I consider culture to be an important aspect of each country and the governments should support culture preservation and development. Culture unites European nations. I participated in the Project “Eurointegration through art” with hope to contribute to this process.

Eurointegration is a process that can not be stopped and that will continue to take place. The culture plays an important role of the mediator in this process. Cultures of the European countries represent huge treasure that should be admired, but at the same time approached very carefully, given the fact that these national cultures are fragile.

But in order to have such a development, artists should communicate, exchange their ideas and unite their efforts. Internet contributes to the process of Eurointegration through art, by offering artists new opportunities to exhibit their artworks and to see works of other artists. It also allows to communicate with many artists, what would be more difficult in the real world.

During the Project “Eurointegration through art” artists from five countries worked on presenting to large audience their message about Eurointegration. This work lead us to a deeper understanding of cultures of other European countries and to respect them. I consider that namely common exhibitions, communication and other cultural events will contribute to success of Eurointegration. I hope that we succeeded to be the messengers of the idea of “Eurointegration” and that the common exhibition “Eurointegration through art” gave food for though for many people who saw it!

The process of Eurointegration includes, besides political and economic, the cultural aspects. Today, while creating a new Europe, in parallel with economic support provided to the neighbouring and aspiring countries, it is necessary to pay attention to their culture, for example, to organise various common cultural events. I think that only by learning, knowing and respecting traditions of other nations and by extending the common cultural space it is possible to create powerful network of countries in Europe.

I think that all nations of the world are connected through their cultures. And this is especially true for the European nations which have common historical roots. That is why all European countries have to make steps toward their common goal – Eurointegration. People of art have a special place in this process. Their role is similar to that of diplomats – it consists in demonstrating through culture the ideals of the whole humanity and in bringing culture closer to the society.

Discovering Talents in Moldova Orphanages
“The process of drawing, painting, or constructing
is a complex one in which children bring together diverse elements of their experience to make a new and meaningful whole. In the process of selecting, interpreting, and reforming these elements, children have given us more than a picture or sculpture; they have given us part of themselves: how they think, feel and see”. (Lowenfeld)
Art is of vital importance to children. It is one way in which a small child can interact with, and understand his environment. This enables him perhaps to participate more fully in the complex and often confusing adult world. The involvement of a child in art is a very individual and personal experience. It provides the child with an opportunity to create and to see the product of her creation. Art can be a means of self-expression and communication with others and can also be a very personal interaction between the self and the art medium. The former may help the child to feel her own worth, know greater self-esteem and begin to understand her world.
in 2010 ARS DOR Association started the project “Discovering Talents in Moldova Orphanages”.
The goal of the project is: identification, development and promotion of talented children and youth from the orphanages from Moldova.
The mission of ARS DOR Association in this art project is to mobilize resources and energy investing in art education of children in Moldova orphanages, provide supportive services to children, and advocacy in the community around talented children.
Objectives:
- Discovering new talents.
- Developing abilities and affirmation of talented children through visual art.
- Publishing a book with children’s paintings and essays about them.
- Social assistance through material and psychological support of talented children whose material, cultural, family, etc. situation is difficult.
- Transfer of educational experience and talent promotion.
- Collaboration with orphanages – work in partnership.
At this moment among beneficiaries are about 110 children from 3 orphanages from Moldova involved in the project.
In present, approx. 12 Th. children from the Republic of Moldova are placed in 61 boarding-houses and orphanages. More than half of them (64%) have both parents alive. Due to the massive migration of population abroad, more than 90 Th. children in Moldova find themselves without parents care. Social, political and economic situation in the country directly and indirectly influences present and future of these children, who automatically become vulnerable, and can be easily influenced later by other society problems.
ARS DOR Association is aware that in these institutions exists a considerable number of talented children from different areas with unvalued potential. Their identification can be possible through organizing art workshops in these institutions. Developing and promoting these talents may contribute to their socializing and inclusion in the society, getting self-trust, and later may determine their professional choice in life.
ARS DOR Association has work experience with 12 orphanages from Chisinau, capital of Moldova, involving 3000 of children in the areas such as fine arts, graffiti, knitting, ceramics, application, etc, and will implement the project.

This conference was based on the conviction that Europe has to become a concern of its citizens, not only of its institutions. We are in need of an active European: A Europe of the citizens, not merely for the citizens. A new understanding of (cultural) citizenship is required to create Europe from the bottom up. How can citizens play a bigger role in creating Europe? How can they take a hand in Europe’s political mechanisms? And how can culture, business and politics foster such a development?

- New Forms of Cooperation between Culture, Business and Politics
With the support of our Parliamentarian Working Group, the developed ideas will be transferred into European decision-making.

The Berlin Conference followed up the results from the Istanbul Forum in October 2010 on ‘Global Challenges – Cultural Visions’. As a centre for global cultural dialogue, Istanbul’s geographical position is unique. Outcomes from the Istanbul Forum were integrated into the Berlin Conference.
The combination of the two events is supposed to lead to powerful outcomes for a new European cultural agenda to be carried forward by citizens, civil society and by the institutions, both inside and outside the EU’s current borders.
ARS DOR Association is a Member of the Strategy Group of A Soul for Europe Iniative.

Absolvenţii şcolii politice a IDIS „Viitorul” au efectuat o vizită de studiu în Germania
Asociatia ARS DOR a efectuat o vizită de studiu în Germania în perioada 8 – 13 martie 2009 in cadrul Programului BTD al şcolii politice a IDIS „Viitorul”.Programul vizitei este gestionat in Germania de Institutul Moldova de la Universitatea din Leipzig, cu sprijinul Fundaţiei Friedrich Ebert. Astfel, tinerii lideri vor vizita Bundestag-ul, studioul din Berlin al postului de radio Deutsche Welle, precum şi mai multe institute şi fundaţii germane.
Anterior, timp de zece luni, tinerii au urmat 28 de module de instruire, învăţând să stăpânească practici democratice şi de comunicare. Programul de liderism al IDIS „Viitorul” a culminat cu stagii de practică, în cadrul cărora care participanţii au desfăşurat campanii sociale la nivel local şi au scris articole de opinie.
Prin instruirea politică a tinerilor, IDIS „Viitorul” îşi propune să contribuie la creşterea şi susţinerea unei noi generaţii de formatori de opinie, competenţi şi eficienţi. Din 2006, IDIS „Viitorul” a fost autorizat să gestioneze bursa anuală a The Balkan Trust for Democracy (BTD) în Republica Moldova, pregătind deja două promoţii de tineri lideri.

ARS DOR – Education through Art

Moldova committed itself to halving the number of children in residential childcare institutions to 6,000 by 2012. After three years of reform, the number of institutionalized children fell from 11,800 to 9,600.
There are 61 residential childcare institutions in Moldova at present. Forty of them are financed by the state, while the rest with money from the local budgets. Six institutions have been closed and 2,374 children reintegrated into the biological or extended families since 2007 until present.
ARS DOR develops abilities and affirmation of talented children through educational art programs. In 2010 ARS DOR Association are support 150 children orphans in a 4-month vocational training program. The “Discovering New Talents in Moldova orphanage” program provides art skills and vocational trainings for 3 orphanages in Chisinau and Straseni institutions. Art trainings include ceramics, mosaic, decoupage, painting, biser, aerograph etc.. ARS DOR provide the children whose social, material, cultural, family situation is difficult with life skills support, social assistance through material and educational support.
We invite artists, professors in art and social specialists to collaborate with us in order to create more opportunities for children in Moldova orphanages.
